The Deputy Director of Accounts and Finance will lead aspects of internal administration, including financial management, compliance and reporting, financial operations, and overall organizational fiscal strategies. The DDAF is responsible for the active oversight of financial policies, procedures, and controls; management of all accounting functions; financial reporting and audit; cash and debt management; and ongoing risk analysis. The DDAF will work closely with the Director in strategically managing the operations of the city of Chester?s departments.? In the absence of the Department Director, the DDAF will act in that capacity. ?The DDAF will manage 10-14 subordinate positions.
DUTIES AND RESPONSIBILITIES:The position?s essential functions include:
- proactive and efficient management of the organization?s fiscal health, and transparent
- quality management of development-related fiscal activities, monitor and implementation of city of Chester?s Internal Control Policy;
- timely, well-organized leadership of the organization?s financial operations.

The DDAF will work along side the Deputy Director?s of Human Resources and Purchasing.
The DDAF will take the lead in developing and maintaining sophisticated economic controls and processes to enable organization leadership to have timely, high quality knowledge of the big picture as well as granular level performance for the organization. The DDAF will be expected to drive integrated budgeting and planning processes, develop systems and readily identify and clearly communicate issues on a proactive basis, and work collaboratively with the Director, Mayor & Council, and the Chief of Staff to craft and implement solutions. Regular duties include:
- Responsible for the control and maintenance of all financial transactions and accounting records in compliance with general accounting standards, applicable governmental regulations, and the Third Class City Code;
- Manage payables, receivables, payroll, contracts, client invoicing, and restricted grants in association with Accountant;
- Lead process along with Director, Chief of Staff, and Accountant in preparation of operating budgets, oversee multi-year fiscal planning, and coordinate annual audit;
- Ensure proper cash flow, proactively identify potential shortfalls or issues, and recommend solutions;
- Generate monthly financial reports for Director, Mayor, and Council members and be prepared to present monthly at council meetings for general public;
- Ensure proper fiscal reporting, etc. of all entities associated with the organization, including associate 501(c)3 organizations and entities formed for development (Example CEDA);
- Maintain external relationships as required, specifically banking and lender relationships;
- In general, provide controls and business acumen from a financial perspective;
- Performs related duties as required.
- Full-time (37.5 hours/week)
- Evening and weekend hours, as necessary
Overall: Minimum of 4-6 years of progressive experience in finance and administration and/or governmental leadership.
Education: A Bachelor?s degree in finance or accounting is required, an MBA and/or CPA is preferred.
