In apologizing for the extramarital affair that ruined his career and expressing a desire to move forward, Mr. Petraeus ? once thought of as a potential presidential candidate ? has sparked questions about what his second act might be.?
The scheduled topic ? about veterans affairs ? might offer clues.
Though the speech was planned before Mr. Petraeus resigned from the CIA, according to one of his longtime friends, it showed at least one way that the former general might contribute to the national security debate going forward.
?This is something he may look towards in the future, as far as veterans issues go,? says the friend, who spoke to the Monitor only on condition that he not be named.
Veterans support groups ?are well intended, but they?re not pulling in the same direction,? the friend adds. Given his stature, Petraeus could ?gather the groups together? and help them prioritize.
Whether or not Petraeus has any broader designs in returning to the public eye, the issue of veterans affairs is one of some urgency for the Pentagon as it ends two wars.
While the Pentagon has a responsibility to prepare troops for their departure from the service, it?s a job at which the military hasn?t excelled in the past, says Sgt. Maj. Bryan Battaglia, the senior enlisted adviser to the chairman of the Joint Chiefs of Staff.
Commanders tend to focus on preparing troops for battle, rather than for becoming civilians again. But that approach needs to change, Major Battaglia says.
?If we?re not doing that, shame on us,? he says.
It is a topic Petraeus picked up in his speech. ?There is often a view that, because an individual was a great soldier, he or she will naturally do well in and transition effortlessly to the civilian world.?
?In reality, the transition from military service to civilian pursuits often is quite challenging,? he added.
The longtime friend imagines that Petraeus could help veterans' groups choose their top five issues. "He?d have the name recognition and abilities to perhaps get them together.?
In the meantime, speeches like the one Tuesday give him an opportunity to rehabilitate his image. Petraeus began his speech by acknowledging his wrongdoing.
?Needless to say, I join you keenly aware that I am regarded in a different light now than I was a year ago,? he said. ?I am also keenly aware that the reason for my recent journey was my own doing.?

?He reiterated ?how deeply I regret ? and apologize for ? the circumstances that led me to resign from the CIA and caused such pain for my family, friends, and supporters.?
That said, the public can be forgiving. ?He didn?t rob a bank, he?s not a mass murderer, he didn?t steal a bunch of old peoples? retirement funds,? the friend argues, adding that the apology is very much in keeping with Petraeus?s personal philosophy.
As a commander, ?He?s always been one to own up to what you did, then move forward,? the friend adds. ?Just don?t do it again.?

AMSTERDAM (AP) ? D.E. Master Blenders 1753, the Dutch coffee company that was spun off by Sara Lee Corp. last June, says it is in talks to be acquired by a group led by private German investment company Joh. A. Benckiser GmbH for around ?7.6 billion ($9.7 billion).
Benckiser owns stakes in Peet's Coffee & Tea Inc. and Caribou Coffee, among others.
Master Blenders said in a statement Thursday the potential buyers are looking at a price of ?12.75 per share, a 33 percent premium to Wednesday's closing price. But they haven't made a formal offer.
The company's shares soared 26 percent to ?12.14 in Amsterdam trading Thursday.
Master Blenders had a poor start as an independent company, with profits and estimates falling, and accounting irregularities uncovered at its Brazilian arm.

A coalition of teachers, parents, and union officials had challenged the voucher program as unconstitutional, saying it uses public money to promote religious education.
But Indiana Supreme Court Chief Justice Brent Dickson wrote that whether or not the program is ?wise educational or public policy,? it is constitutional because the state funds "do not directly benefit religious schools but rather directly benefit lower-income families with school children."
The ruling is considered a precedent for other states that say parents should have greater choice in where their children attend school.
?This ruling is a model, or a roadmap, for how to structure a [school voucher law] law that is the most expansive in the nation,? says Terry Spradlin, associate director of education policy at the Center for Evaluation and Education Policy at Indiana University in Bloomington.
The ruling resulted from a 2011 lawsuit that challenged the constitutional merit of redirecting tax dollars from local public school districts to pay partial private school tuition. The Indiana State Teachers Association suggested the program is a backhanded method of funding religious activity, considering that the majority of private schools in Indiana are parochial. It also said it violated the state constitution that ensures uniform public school access.
?There are not many good private school choices outside religiously-affiliated schools in this program. Most parochial schools around the nation are struggling to survive, so parochial school advocates see this [voucher program] as a way to extend their livelihood,? Mr. Spradlin says.
The voucher program was pushed through by former Indiana Gov. Mitch Daniels as part of an education reform initiative that expanded private school access for lower- and middle-income households. Under the new program, a family of four earning less than $42,000 annually can receive up to 90 percent of the maximum state voucher, while the income cap for receiving 50 percent of that aid is $62,000 annually.
The Indiana program ?is a little more expansive than more narrow programs that exist around the nation,? such as those in Wisconsin and Ohio, for example, which are limited to students attending public schools in Milwaukee and Cleveland respectively, says Spradlin.
This is the second school year the program is in operation and the number of voucher recipients has jumped 140 percent, to 9,424 students receiving them for this school year, compared with 3,919 the last. The majority of vouchers used are in Indianapolis, where the number of students in the city?s public school system receiving vouchers increased 96 percent, from 644 in the last school year to 1,262 students today.
Indiana Gov. Mike Pence praised the court decision, releasing a statement Tuesday that said ?parents should be able to choose where their children go to school, regardless of their income? and that the state ?must continue to find ways to expand educational opportunities for all Indiana families.?
A current bill that passed the state House and is currently up for debate in the Senate would expand the vouchers to kindergarten students. Under current law, students must attend at least two semesters in public schools before becoming eligible for vouchers.?

Collaborating scientists from Nationwide Children's Hospital, Baylor Institute for Immunology Research, and Mount Sinai School of Medicine have identified an important mechanism for stimulating protective immune responses following seasonal influenza vaccinations. The study was published in Science Translational Medicine, a journal of the American Association for the Advancement of Science (AAAS).
While seasonal influenza vaccines protect 60 to 90 percent of healthy adults from "the flu," the mechanisms providing that protection are still not well understood.
The study led by Octavio Ramilo, MD, chief of Infectious Diseases and an investigator in the Center for Vaccines and Immunity at Nationwide Children's Hospital and professor of Pediatrics at The Ohio State University (OSU) College of Medicine, and Hideki Ueno, MD, PhD, an investigator at the Baylor Institute for Immunology Research at Baylor University, demonstrates how certain T cells in the blood are stimulated to provide protective antibody responses with seasonal flu vaccines.
Antibodies are produced by specific white blood cells or B cells, which serve as an immune defense against foreign bodies such as the influenza virus. Helper T cells, another type of white cell, are essential for the generation of B cells.
Blood samples before and after influenza vaccination from three groups of healthy study participants were analyzed for antibody responses. The groups included two sets of adults, one receiving flu vaccines during the 2009-2010 winter and the other receiving vaccination during the 2011-2012 winter. The third group included children receiving the flu vaccine during the 2010-2011 winter.
Analyses show that a temporary increase in a unique subset of helper T cells expressing the co-stimulator molecule ICOS adds to the immune response by helping B cells produce influenza-specific antibodies.
Results indicated that at day seven following the administration of a flu vaccine in all groups, stimulated T cells were evident, contributing to the development of the immune response.
The T cells positively correlated with increased antibodies against each flu virus strain examined, with the exception in the children's group against the swine-origin H1N1 virus.
"Given that seasonal influenza vaccines induce antibody responses mainly through boosting the recall response of the immune system, this lack of correlation might reflect the lack of H1N1 specific immunity in some children," explains study co-author Emilio Flano, PhD, a principal investigator in the Center for Vaccines and Immunity at Nationwide Children's and an associate professor of Pediatrics at OSU College of Medicine.
"This is consistent with the fact that these children had not been vaccinated or naturally exposed to the H1N1 virus prior to being vaccinated during the 2010-2011 winter," said study co-author Santiago Lopez, MD, a postdoctoral research fellow in the Center for Vaccines and Immunity and a resident at Nationwide Children's.
Further experiments demonstrated that this unique subset of helper T cells can boost production of existing antibodies that fight flu by stimulating memory B cells, but do not help production of new antibodies by na?ve B cells.
"We're gratified that our study provides evidence of one of the essential events associated with the immune response following seasonal influenza vaccination," says Dr. Ramilo. "Understanding these processes is a key step toward developing more effective vaccines."

Using EndNote X6 ($249.95) is a commitment. For those just entering electronic reference management, it may be too much to take on: too high a price, too much upfront configuration, too steep a learning curve. But there are plenty of reasons to take the plunge. Backed by Thompson Reuters and adopted by universities across the world, EndNote has earned vast institutional support?support that, if available, may level aforementioned barriers to entry.
After seventeen releases and more than twenty years of cross-platform development, EndNote has established itself as the de facto software for reference management. Although it faces spirited competition from Zotero 3 (free, 4 stars), Mendeley Desktop (free, 3 stars), and Papers 2 ($79, 3 stars), EndNote continues to offer the most complete package, including custom repository search, voluminous citation styles, and, with the latest version, cloud-based synchronization. Thanks to institutional adoption, EndNote is unlikely to go anywhere, perhaps to the solace of researchers weary of beginning anew. A commitment it is, yet EndNote need be the last you make for some time.
Fits and Starts
Having now tested several of EndNote's alternatives, I assumed that I could intuit my way into the software. I dispelled with this assumption almost immediately: EndNote has a learning curve, not an insurmountable one, but a learning curve nevertheless. The first issue I encountered was with importing my library. From previous testing, I had become accustomed to?even spoiled by?generous import support, often integrated into the setup process. For example, Papers welcomes EndNote libraries, and Mendeley offers to synchronize with Zotero. EndNote is less accommodating. You can import Refer/BibIX, RIS, and various EndNote formats, but with uneven success. When imported my Zotero library as Refer/BibIX, I lost PDFs. With the EndNote XML import, I retained PDFs, but lost folder hierarchy.
My eagerness to test EndNote's repository search was also put on ice. EndNote supports a plethora of online searches, including EBSCO, JSTOR, ProjectMUSE, and ProQuest. To search the overwhelming majority of those repositories, however, you will need an Authentication Path. The university with which I affiliate supports EndNote?it even offers licensing for students and faculty?but has not updated configuration instructions. Where the IT department stonewalled, an EndNote exec quickly located the path I needed, and even supplied something called a Connection File, which allowed me to search the university library catalog.
The EndNote Two-Step
With the Authentication Path and Connection File, I could perform all the searches I needed without leaving the application. When I found an article or book of interest, I could add its metadata to?or create on the fly?a folder (what EndNote calls a Group). Similar to Papers' Smart Collections, EndNote also allows users to create a dynamic folder around a set of criteria (Smart Groups).
EndNote enables researchers to retrieve article PDFs by means of a two-step process: Once you have retrieved metadata, you can right-click on an article and select Find Full Text. To access this feature, however, I learned that you need something called an OpenURL Path. After languorous communication with my university library and IT department, I learned that the servers did not support OpenURL, which meant that I could not test this feature. Such an omission need not prevent researchers from taking the more circuitous path of downloading PDFs and associating them with metadata.
Manual Entry
For those unaffiliated with a university, repository searches remain limited, and users will likely become accustomed to manually adding metadata and PDFs. While this process can be cumbersome, EndNote does offer browser plugins for Internet Explorer and Firefox that allow you to work from your browser. Moreover, associating PDFs with metadata is as simple as a right-click. Once you have added full-texts to EndNote, you can make Acrobat-compatible annotations (such as notes and highlights) to PDF files without leaving the application. There is even a feature called Find Reference Updates, which prowls Thomson Reuter's Web of Knowledge platform for minor updates to metadata, such as page numbers and journal volumes.
Cite While You Write
For many researchers, the appeal of reference management resides in its ability to generate bibliographies in various formats. Here, EndNote delivers with ?lan. Using EndNote's customizer, I added a toolbar (Cite While You Write) to Microsoft Word. EndNote does not offer system-wide integration (as Papers Citations does), but you can search your EndNote library from your Word processor. You can also choose from a staggering number of citation styles?5,230 at last count. For scholars submitting to peer reviewed journals, many publishers prefer to work with documents formatted in EndNote.
EndNote Sync
Perhaps the most noteworthy addition to EndNote is the least invisible: EndNoteSync. EndNote X6 adds automatic backup and synchronization across devices. In addition to accessing and editing your library in a Web browser (EndNote Web), EndNote also supports synchronization across multiple devices, thanks to a generous five gigabytes of storage. I say devices because earlier this year Thomson Reuters launched an iPad app ($10), which automatically synchronizes with your desktop library. In contrast to this rather inviting app, EndNote's desktop application looks a bit long about the tooth (though you can judge for yourself by viewing the slideshow). The next desktop version of EndNote would do well to embrace that mobile finesse, and draw from visually enticing competitors Mendeley and Papers, both of which employ more Mac-friendly iconography and tabbed structures.
The Final Word
Whether you ought to invest in EndNote depends a great deal on your circumstances. If your organization or university supports the software, EndNote is an easy pick. If, instead, you are venturing into reference management on your lonesome, you might begin with a 30-day trial. Even with the student discount, EndNote's price is steep ($114), to say nothing of the time investment. This is not to suggest that you must go it alone: EndNote is no tech startup, and you can always speak to a human being (I relied on more than one in my testing). Certainly, there are simpler options, such as our Editors' Choice Zotero 3, when it comes to tracking, managing, and sharing citations. However, for those seeking the most time-tested, feature-rich reference software, EndNote still has the final word.

New Jersey lottery officials announced Monday that the winner of one of the largest Powerball drawings in history -- $338 million -- has yet to come forward.
The newly-minted multi-millionaire bought the lucky ticket at Eagle Liquors?in Passaic, N.J., according to Carole Hedinger, executive director of the New Jersey Lottery.??
"We are waiting for the winner, or winners, to contact us,"?Hedinger told reporters at a press conference at lottery headquarters?in Lawrenceville, N.J.?"Whoever they are should sign the back of that ticket immediately and keep it in?a safe place."
"Most people take their time, seek professional advice, and wait to know exactly what they're doing before they come in," Hedinger added.
The winning numbers in the Saturday drawing were: 17, 29, 31, 52, 53, 31.
Lottery officials said the windfall was the fourth-largest jackpot in Powerball history. The winner stands to net a $221 million lump sum payout.
Hedinger said reports that the sole winning ticket was sold at a Bordentown, N.J., gas station were erroneous.
"Somebody called the place in Bordentown and claimed to win a ticket, and perhaps somebody jumped to a conclusion," Hedinger said.

ATLANTA (AP) ? An arrest warrant was issued for Gucci Mane after a fan told police the rapper hit him in the head with a champagne bottle at a downtown Atlanta nightclub.
James Lettley, of Fort Hood, Texas, said he was in Atlanta for his birthday and heard that the rapper ? whose real name is Radric Davis ? was going to be at the Harlem Nights Ultra Lounge promoting a new mixtape.
Lettley, 32, said Saturday he wanted to get a picture with the rapper and was talking to a security guard when he was hit March 16.
"Once he struck me in my head, I looked at him in a state of shock and looked at him like 'why?'" Lettley said. He said he was then hit in his face by a second man and left the club.
Police said the assault appeared to be unprovoked and caused a severe gash to Lettley's head.
He was taken to Grady Memorial Hospital and said he had to get 10 stitches. Police said the rapper may have taken off in a white Chevrolet Tahoe.
Lyon said a warrant has been issued for aggravated assault. Calls to numbers listed for Davis were not returned Saturday. It's unclear if the rapper has an attorney.

BRUSSELS (AP) ? Cypriot politicians turned to the European Union on Sunday in a last-ditch effort to help their island nation forge a viable plan to secure an international bailout after failing for a week to find a solution to a crisis that could force their country into bankruptcy.
Politicians were under pressure to come up with a solution quickly. The European Central Bank has threatened to stop providing emergency funding to Cyprus' banks after Monday if there is no agreement on a way to raise 5.8 billion euros ($7.5 billion) needed to get a 10 billion euro rescue loan package from the International Monetary Fund and the other European countries that use the euro currency.
If Cyprus fails to secure a bailout, some of its banks could collapse within days, rapidly dragging down the government and possibly forcing the country of around 1 million out of the eurozone. Analysts say that could threaten the stability of the currency used by more than 300 million people in 17 EU nations.
Despite that risk, Europe's biggest economy maintained a hard line on the negotiations. German Finance Minister Wolfgang Schaeuble said in an interview "if possible we want to avoid seeing Cyprus sliding into insolvency." But he cautioned that he is "known for not giving in to blackmail, by nobody and nothing."
Heading into a decisive meeting of eurozone finance ministers on the issue in Brussels, Schaeuble said an agreement can be reached if Cyprus meets creditors' demands.
"I hope we can get to a result today. But that of course requires that the situation is viewed realistically in Cyprus," he said. "This is not about us ? the decision lies with Cyprus."
Cypriot President Nicos Anastasiades and his finance minister were meeting with representatives of the troika of international creditors? the International Monetary Fund, the European Central Bank, and the European Commission, the EU's executive arm, to work out final details, officials said.
The meeting dragged on, and the start of the meeting of eurozone finance ministers was postponed by two hours, until 8 p.m. local time.
"I'm expecting quite a long night," Irish Finance Minister Michael Noonan said. "I think a deal will be done tonight but I think it will be late, because a lot of detail has to be worked out."
A plan agreed to in marathon negotiations earlier this month called for a one-time levy on all bank depositors in Cypriot banks. But the proposal ignited fierce anger among Cypriots and failed to garner a single vote in the Cypriot Parliament.
The idea of some sort of deposit grab has returned to the fore after Cyprus' attempt to gain Russian financial aid failed this past week, with deposits above 100,000 euros at the country's troubled largest lender, Bank of Cyprus, possibly facing a levy of up to 25 percent.
To avoid bankruptcy or the collapse of its banking system, Cyprus needs significantly more than the 10 billion euros international creditors are willing to lend it. There's fear that more loans would raise the country's debt to an unsustainable level. For that reason, the country has been told it must raise the additional money.
Cyprus has "to fulfill a difficult mission to save the Cypriot economy and avert a disorderly default threatening the economy if there is no final deal for the loan agreement," government spokesman Christos Sylianides said in a statement Sunday.
Officials fear that a Cypriot bankruptcy, which would likely force the country to become the first eurozone member to leave the currency bloc, would roil markets and result in uncertainty that could engulf other eurozone nations, leading to capital flight and higher government borrowing costs.
If the Cypriots agree to a plan on Sunday, the IMF, European Central Bank and European Commission will then determine whether it meets the requirement that Cyprus' debt, including any new bailout loan, be sustainable over the long run.
Any new proposal would then have to be approved Sunday evening by the Eurogroup ? the finance ministers from the 17 EU countries that use the euro.
Their decision might come only as a broad political agreement, with technical details to be hammered out in the coming days. But without an agreement in principle, the ECB is likely to pull the plug on Cyprus' banking system.
Cyprus already took significant steps toward cementing a new plan Friday night, when its lawmakers voted to restructure ailing banks, restrict financial transactions in emergencies and set up a "solidarity fund" that should act as the vehicle for raising funds from investments and contributions.
The bank restructuring will include the country's second largest lender, Laiki, which suffered heavy losses after being exposed to toxic Greek debt. The restructuring and the sale of Greek branches of Cypriot banks are expected to significantly lower the 5.8 billion euros that the country needs to raise on its own to secure the rescue loans.
Cypriot banks have been closed this past week while the plan was being worked out, and are not due to reopen until Tuesday. Cash has been available through ATMs, but many have run out quickly.

WASHINGTON (AP) ? When it comes to budgets, balance is in the eye of the congressional beholder.
To House Republicans, it means a balanced budget in a decade, achieved by $4.6 trillion in spending cuts and without any tax increases.
To Senate Democrats, it means a balanced plan, about $975 billion in higher taxes and a spending reduction of about $875 billion, not counting cancellation of $1.2 trillion in existing across-the-board-cuts.
That makes the two plans polar opposites as President Barack Obama and the two political parties begin maneuvering toward yet another round of deficit-reduction negotiations.
"Ultimately the key to this lock is in their (Republican) hands and they've got to decide if they want to turn it, and that means taking a balanced approach," said Rep. Chris Van Hollen, a Maryland Democrat who is his party's chief budget strategist in the House.
Across the Capitol, Senate Republican leader Mitch McConnell of Kentucky offered a rebuttal.
He said that under the plan Democrats favor, "We won't get more jobs or a better economy or sensible reforms to prevent Medicare or Social Security from going bankrupt. And we certainly won't get a balanced budget."
Even with the deep differences between the two parties, there's plenty of time before the next make-or-break moment in divided-government's pursuit of lower deficits.
That won't come until late July, when Obama probably will be forced to ask Congress for an increase in borrowing authority so the Treasury can finance the nation's $16 trillion national debt. Republicans have said they will use the request as leverage to gain concessions on spending cuts in Medicare and other benefit programs.
"Going back to the 1950s, debt ceiling requests of presidents have been used to bring about major changes, Gramm-Rudman, the Congressional Review Act, the 1997 Clinton-Republican Congress deficit reduction package, the Budget Control Act," McConnell said, summoning the ghosts of budget compromises past.
"All of those came in the context of the budget ? of the request of the president to raise the debt ceiling," he said.
Well before then, on April 8 in fact, Obama will present a budget of his own. It is long overdue, to the disappointment of Republicans who had hoped to make it an object of ridicule in the just-completed budget debates in the House and Senate.
It gives Obama the chance to align himself entirely with his Democratic allies, or possibly to edge away when it comes to government benefit programs that have largely escaped cuts in earlier compromises.
Republicans will watch to see what steps, if any, the White House is willing to recommend to slow the growth of Medicare or perhaps Social Security.
Given Obama's recent series of meetings with Republicans, some GOP lawmakers say privately it would be a positive sign for him to include a proposal curtailing the rise in cost of living increases in benefit programs.
It's a change he has supported since his aborted deficit-reduction negotiations with House Speaker John Boehner, R-Ohio, nearly two years ago. But many Democrats in Congress oppose it and the administration has never included it in its budget.
Republicans also are hoping Obama will back steps to slow the long-term growth in Medicare, even if they phase in gradually and produce relatively little deficit savings in the next decade.
The president's 2013 budget called for $305 billion in Medicare savings, but only a fraction of that would come directly from patients or seem likely to change the demand for care.
In his State of the Union address in February, the president said he would change "the way our government pays for Medicare, because our medical bills shouldn't be based on the number of tests ordered or days spent in the hospital ? they should be based on the quality of care that our seniors receive."
Considerably more sensitive is a suggested increase in the age of eligibility for Medicare.
During the recent round of meetings, Republicans asked Obama if he would support it, and he sidestepped, according to officials who spoke on condition of anonymity because they were discussing private conversations.
It's another idea that the president supported once before, when he was negotiating with Boehner, and one that many congressional Democrats oppose strenuously.
House Democratic leader Nancy Pelosi of California, who says she is "agnostic" on a change in the cost of living formula, recently wrote that an increase in the Medicare eligibility age above 65 is "a reflection of the broader Republican plan: an assault on the middle class, seniors and our future."
On the other side of the divide, Obama and Democrats want Republicans to agree to higher taxes as part of any deal that wrings savings from Medicare. That was a tough sell before Jan. 1, the date Congress raised rates on upper-income taxpayers with votes of some Republicans and the acquiescence of others.
It will be an even tougher one now.
"Taking more money from hard-working families to fuel more spending in Washington is not going to solve our budget crisis," Wisconsin Rep. Paul Ryan told the House recently as he advocated for the Republican budget that he wrote.
This time, Rep. James Clyburn of South Carolina provided the Democratic rebuttal.
"There are many words that can be used to describe the Ryan budget," he told the House. "But the one word that cannot be used is 'balanced.'"

Obama said during a news conference in Jordan Friday that something has been broken in Syria and won't be fixed immediately after Assad's regime is gone.
He said Assad has ruled over the tragic and heartbreaking deaths of innocents. He said extremists survive in that kind of chaos.

NEW YORK (Reuters Health) - People infected with chronic hepatitis C are less likely to develop liver cancer if they are taking cholesterol-lowering drugs, new research from Taiwan suggests.
The report doesn't prove statins ward off cancer, and one researcher not involved in the study says it's not reason enough to recommend using the popular medications solely for liver cancer prevention.
Previous studies have come to ambiguous and conflicting conclusions on the question of statins' cancer-preventing abilities, researchers noted.
"Observational studies do suggest a significant, modest reduction in the risk of (liver cancer) among patients with chronic liver disease who take statins," said Dr. Hashem El-Serag, a liver disease researcher from the Baylor College of Medicine and Michael E. DeBakey VA Medical Center in Houston.
Those trials, which follow different groups of patients to see who develops cancer over time, can't prove cause-and-effect.
"The downside to the observational studies, including this study, is because they are non-randomized, the decision to give statins to a patient with hepatitis C may or not may depend on factors that have a lot to do with severity of liver disease," El-Serag told Reuters Health.
For their study, Dr. Pau-Chung Chen from the National Taiwan University College of Public Health in Taipei and his colleagues used nationwide data to track about 261,000 people with hepatitis C from 1999 through 2010.
During that span, about 13 percent of them filled a prescription for statins.
A total of 28,000 people were diagnosed with liver cancer by 2011 - or about one percent of those with hepatitis C each year. After the researchers accounted for patients' age, gender and other diseases, they found those who took statins were about half as likely to get cancer as non-statin users.
Higher doses of statins, as well as longer-term use, were linked to a further drop in cancer risk, according to the findings published this week in the Journal of Clinical Oncology.
The researchers said statins may prevent the hepatitis C virus from replicating or slow the growth of malignant cells. But they can't prove the drugs stopped people from getting cancer.
One limitation, they noted, is that they weren't able to measure other health and lifestyle factors that influence people's risk of liver cancer, including their weight and whether they smoked or drank heavily.
Chen said a large study in which people with hepatitis C are assigned to take statins or not, known as a randomized clinical trial, is needed to clarify the drugs' effects in those patients.
In the United States, about 3.2 million people are chronically infected with hepatitis C, which is spread through blood. Having hepatitis C increases a person's chance of liver cancer up to 20-fold, Chen's team wrote.
The National Cancer Institute estimates 30,640 Americans will be diagnosed with liver cancer in 2013 and 21,670 will die of the disease.
The researchers did not find a link between statins and any serious complications.
"We feel more confident that statins do not cause harm in patients with liver disease," Chen told Reuters Health in an email.
Until recently, El-Serag said, many doctors feared prescribing statins to people with liver disease, believing they might cause liver-related complications. He agreed that the new study should allay those concerns.
"Do not avoid statins because of underlying liver disease, because you may help the statin-related indication, such as cholesterol and heart disease, but you may still get additional benefit for reducing the risk of liver cancer," he advised.
Still, El-Serag said, "I would stop shy of recommending it just to (prevent) liver cancer."

Mar. 21, 2013 ? Energy drinks may increase blood pressure and disturb your heart's natural rhythm, according to research presented at the American Heart Association's Epidemiology and Prevention/Nutrition, Physical Activity and Metabolism 2013 Scientific Sessions.
Researchers analyzed data from seven previously published observational and interventional studies to determine how consuming energy drinks might impact heart health.
In the first part of the pooled analysis, the researchers examined the QT interval of 93 people who had just consumed one to three cans of energy drinks. They found that the QT interval was 10 milliseconds longer for those who had consumed the energy drinks. The QT interval describes a segment of the heart's rhythm on an electrocardiogram; when prolonged, it can cause serious irregular heartbeats or sudden cardiac death.
"Doctors are generally concerned if patients experience an additional 30 milliseconds in their QT interval from baseline," said Sachin A. Shah, Pharm.D., lead author and assistant professor at University of the Pacific in Stockton, Calif.
"QT prolongation is associated with life-threatening arrhythmias. The finding that energy drinks could prolong the QT, in light of the reports of sudden cardiac death, warrants further investigation." said Ian Riddock, M.D., a co-author and director of preventive cardiology at the David Grant Medical Center, Travis Air Force Base, Calif.
Researchers also found that the systolic blood pressure, the top number in a blood pressure reading, increased an average of 3.5 points in a pool of 132 participants.
"The correlation between energy drinks and increased systolic blood pressure is convincing and concerning, and more studies are needed to assess the impact on the heart rhythm." Shah said. "Patients with high blood pressures or long QT syndrome should use caution and judgment before consuming an energy drink.
"Since energy drinks also contain caffeine, people who do not normally drink much caffeine might have an exaggerated increase in blood pressure."
The pooled studies included healthy, young patients 18-45 years old. "People with health concerns or those who are older might have more heart-related side effects from energy drinks," said Shah.

The head of NASA pledged today to carry out a full review of space agency security procedures after the arrest this month of a former contractor suspected of attempting to take sensitive technology back to his native China.
NASA Administrator Charles Bolden made the pledge to the House Committee on Appropriations today (March 20) during a hearing to answer lawmakers' questions about potential security lapses at space agency centers.
"It is critically important for us to have confidence in NASA's ability to protect sensitive assets from exploitation," said U.S. Rep. Frank Wolf (R-Va.), who originally announced the arrest of the former NASA contractor during a press conference on Monday (March 18).
Chinese spy at NASA?
At the center of the controversy is Bo Jiang, a Chinese national who worked as a contractor for the National Institute of Aerospace at NASA's Langley Research Center in Hampton, Va. He was arrested by FBI agents on March 16 onboard a plane bound for China departing from Dulles International Airport outside Washington. Officials say Jiang lied to law enforcement authorities about the electronics equipment he was carrying, and Wolf has accused him of being a spy for China.
"We know that China is an active, aggressive espionage threat," Wolf said today. "The technologies that NASA works on are those that the Chinese most heavily target."
The congressman even suggested that some of China's recent space advancements, which include launching astronauts to space on Chinese-built rockets and docking spacecraft in orbit, were enabled through Chinese theft of space technology. [China's 1st Manned Space Docking (Pictures)]
Bolden assured the lawmakers that he took their concerns seriously, and said he's taken several steps already to find security failures within the space agency.
"NASA takes all your allegations of security violations, and those from anyone else, very seriously," Bolden said. "This is about national security, not about NASA security, and I take that personally. I'm responsible and I will hold myself accountable once our reviews are completed."
New measures
In addition to initiating an internal security review, Bolden said he's also contemplating asking an independent panel to undertake an investigation. In addition, he ordered a moratorium on granting any new access to NASA facilities to people from countries considered to be espionage threats, including China, Burma, Eritrea, Iran, North Korea, Saudi Arabia and Uzbekistan. Existing NASA workers from those countries have also had their ability to access NASA facilities via remote computers temporarily suspended.
The issue is particularly sensitive because NASA has been forbidden by Congress from cooperating with China in space. Wolf himself was the author of a clause included in a U.S. spending bill passed in April 2011 that banned NASA from working with China or Chinese-owned companies on any bilateral projects.
"I don?t deal with China by direction of this Congress," Bolden said during a separate House hearing with the Science, Space and Technology Committee held yesterday (March 19). He called the prohibition "the elephant in the room" and said, "We're the only agency of the federal government that does not have bilateral relations with China."
The rule has caused some tension, and Wolf suggested today that security lapses related to the Bo Jiang case may have occurred because NASA employees were trying to use contractors to get around the legal restrictions on working with China.
"I respectful disagree with the implications of what you just said," Bolden countered. "As a matter of fact, we really feel that we have been fully complying with the law ? As any organization of our size, we may have some gaps in compliance with those processes, but we were not attempting to work around the law."
